Meet and Confer: Yuba Court Clerk Vacancy

On May 8, 2025, your Yuba Governing Board met with Court management to discuss the Court Clerk vacancies. The Court had created a clerk vacancy to offset previous budgetary issues. As a result, there has been an increase in the workload, and management has been stepping in to assist in coverage, thus working out of class.
 
The Court informed us that the vacancy has not yet been filled because of the lack of clerks available to train, but they anticipate open recruitment in July and will bring in new clerks in August. UPE will meet with the Court in July to assess the situation and see if management still needs to support clerks at that time.
 
UPE also inquired about the restorative funding that was received by all California Courts, with Yuba receiving around $100,000. We asked where this was spent and if it was not being used to fill the clerk vacancy. They informed us it only made up for half of the budget cut that they received this year. The money was used to avoid furloughs, a cushion for next year’s funding, as the State’s budget is unclear, some went towards computer and server purchases that were previously deferred, and towards OPEB liability for retiree contribution.
 
Members are grateful for the support from management, and UPE is hoping for a solution to fill the vacancy and avoid continuing this increased workload.
