UPE Member Update – Utility Billing Services Classes

On August 22, 2025, United Public Employees met with the Department of Personnel Services (DPS) and the Department of Finance (DoF) to discuss proposed changes to the Utility Billing Services Representative I/II and Senior Utility Billing Services Representative classifications. These changes include but are not limited to extending probation periods, combining classes, and adjusting the experience requirements for promotion.

Your union raised questions about how these changes may affect training, promotions, workload, and fairness for current employees. We are making sure your voices are heard and that County-specific experience is recognized and valued.

We will be meeting with the department again soon regarding these issues and will keep you updated with another flyer.
