Sacramento County Mental Health Treatment Center - Time Clocking and Scheduling Update

On June 2, 2026, your UPE bargaining team met with Labor Relations and members of management to discuss the implementation of a new time clocking and scheduling system. The purpose of these meetings is to identify any potential impacts on “terms and conditions of employment” for our members at the Treatment Center.

 

During the discussion, one potential concern was identified regarding clocking in and out for breaks and meal periods. This issue relates to SB 1334, which is intended to ensure that employees in this field are properly compensated when required to work through scheduled breaks or meal periods—an obligation that rests with the employer. The bargaining team will continue to review this legislation to ensure it is applied appropriately in this situation.

 

The Department provided an overview of how the new system will function. The system is expected to replicate current paper-based processes while introducing a digital platform that allows staff to view and select available shifts through a mobile application. UPE has requested a live demonstration once the system is fully operational. The Department anticipates launching the system in August 2026.
