UPE Challenges DHA’s End to CTO

As most are aware, DHA announced on October 6, 2025, that CTO would no longer be available for OT through the end of the 2026 fiscal year. This is just the latest symptom of the dysfunction within a DHA leadership that cannot effectively manage its budget and its staff. The Department continues to shift the burden for balancing their budget onto the UPE members, who are the true backbone of the Department.

During contract negotiations, the County proposed eliminating CTO entirely for 008 members. UPE flatly rejected this proposal because we know that our workers need the time off provided by CTO to take care of themselves and their families, enjoy a much-needed vacation, or get a break from the daily grind of DHA.

UPE views the Department's termination of CTO for OT as both a violation of the contract and bad faith bargaining. The Department could not get rid of the CTO during contract negotiations, so it is trying to do it now. UPE will be immediately filing both a grievance and an Unfair Labor Practice charge against DHA to challenge their actions and protect our members' rights!
