United Public Employees (UPE) met with the Sacramento County Department of Airports on October 23, 2025, to review several policy updates affecting the Department of Airports. The Scheduling and Leave Time policy confirms that vacation and shift bidding will take place twice a year using Schedule Express and will be based on seniority. There are blackout dates around holidays, which can only be requested one month before the actual holiday. Only one dispatcher per shift may be off at a time due to staffing shortages.
Call handling procedures for fire, general emergencies, and law enforcement were also finalized. These policies are designed to ensure that emergency calls are handled clearly, consistently, and quickly, while also using the appropriate amount of resources based on the situation. Each procedure includes a list of questions to help guide staff and make the process more efficient.
The Trainer Responsibilities policy outlines what trainers are expected to do when supporting new hires. Trainers will now submit weekly progress reports instead of daily ones and are expected to provide equal and consistent training. The Audio and Video Recording policy was updated to clarify when recordings can be shared and how they must be stored and handled. Access is limited and controlled to protect safety and privacy. The revised procedures also make it easier to share information when requested by law enforcement.
The Aviation Worker Screening policy outlines the steps staff must take when a prohibited item—such as a weapon or drugs—is found during screening. The process aligns closely with existing TSA standards. Notably, the work environment policy was discussed, and it was clarified that employees are responsible for cleaning up after themselves but are not expected to clean up others’ messes. Notably, staff must get supervisor approval before purchasing any content on televisions in the breakroom.
The only policy still under review is Overtime Selection and Assignment. UPE did not agree to move forward with this item and will continue to meet with the Department next month to resolve the remaining concerns.
