OA and OS Class Study

On February 18, 2026, UPE met and conferred with representatives from Sacramento County DPS regarding the OA/OS class study. The County agreed to a change proposed by UPE to the class specifications that maintains the current relationship between education and experience for determining whether an applicant meets MQs. UPE also proposed, and the County agreed to a change to the Lead OA and OS classifications that better makes clear they are not supervisors and should not be directly involved in personnel issues.

The County plans to take the new class specifications before the Civil Service Commission in March or April of 2026. After that, UPE and the County will meet to negotiate potential changes to the salary schedule for all four classifications.

UPE plans to attend the civil service hearing to voice our displeasure with the manner in which DPS conducted the class study. The County employs a very large number of OA, SOA, OS, and SOS classifications across virtually all County departments performing a vast array of duties. However, when trying to determine whether the class specifications were accurate, DPS spoke to zero actual workers and instead relied only upon input from Department management. In doing so, the resulting class specifications likely miss many of the complex duties some workers in these classifications perform that fall outside the standard OA and OS
