DHA: Proposals Made Regarding General Assistance Reduction

Greetings, union brothers and sisters. Your 008 meet and confer team met with DHA management on March 18, 2025, to discuss ongoing issues with the General Assistance (GA) drawdown.
We made the following proposals:
UPE asked to be copied on the department’s communication to the supervisors, telling them to no longer perform the duties that belong to our members.
Telework – the department will send notifications to those who transferred to the Green Group, allowing for a second telework day. UPE will be copied on that communication, which is supposed to be no later than April 1, 2025.
UPE requested that the GA queue be closed at 2 pm during the first week of the month.
The three (3) designated GA intake workers will only receive seven (7) intakes in the morning and seven (7) intakes in the afternoon.
Backlog workers will only be asked to do GA intakes if any of the three intake workers are absent. They will only work off the seven (7) scheduled intakes in the morning and afternoon and will not be asked to do additional intakes if the department has more than seven (7) scheduled.
The department will only schedule intakes for the three (3) designated intake workers.
UPE requested the number of WOD tickets for the last 30 days, who pulled them, and the disposition.
Most importantly, we proposed that the department ask the Sacramento County Board of Supervisors for a mid-year increase in the budget allocation for the GA program to increase staffing.
The County agreed to some of our proposals and said they would get back to us on others.
