DCFAS/CPS - Public Health Nurse (PHN) Consultations & Referrals for Emergency Response (ER) and Informal Supervision (IS) Programs Policy and Procedure (P&P)
Greetings UPE Family!
On September 14, 2026, your UPE negotiations team met with the Department of Child, Family and Adult Services (DCFAS) and the Office of Labor Relations about the update made to the above-referenced policy. There was a complete overhaul of this P&P since the last one was in 2001.
In the policy, it was not clear whether a referral has already been made to the PHN by ER and whether there is a PHN assigned; if the referral is promoted to IS, does there need to be another referral sent, or will the one suffice since it follows the referral? Another section of the policy states that if you send a PHN referral for an IR, you need to follow up with the PHN Supervisor and the SW Supervisor. UPE wanted to know if, when the SW sends the PHN referral email, they can also cc their supervisor and the PHN supervisor. The department said they would check both and circle back.
There was also a section that states that a CS2099 is only necessary if the client does not have Kaiser as a medical provider. UPE brought to their attention that Kaiser sometimes will refer clients out of the network, for which a CS2099 is necessary. The department said they will add a note.
Once the department circles back to UPE regarding the PHN referral, we will determine if there is a need to meet again.
