Merced County Tax Collector Classification Updates

On May 16, 2025, United Public Employees (UPE) met with Merced County’s Tax Collector’s Office to discuss proposed updates to the classification for Tax Collector Levels I, II, and III. These updates focused on clarifying duties and adjusting qualifications to better align with the realities of the workplace.

The county provided more detailed examples of the duties performed at each level. These examples were not new responsibilities, but a clearer description of what employees are already doing.

One change to the qualifications for Tax Collector I allows applicants to qualify with one year of general clerical or cash-handling experience instead of requiring entry-level clerical accounting experience. Also, the outdated 30 words-per-minute typing requirement has been removed.

For Tax Collector II, the qualifications now allow also for two years of clerical or cash-handling experience. For Tax Collector III, the requirement was changed from five years specifically as Level II to two years of total relevant experience.

UPE successfully pushed to remove vague language, such as analyze “large volume” of complex transactions, which we believe could be used unfairly to increase workloads without clear standards.

To support both new hires and current staff, the department confirmed that proper training will continue to be provided to ensure all employees can perform their jobs confidently and competently.
