United Public Employees (UPE) met with Merced County Department of Public Health on October 16, 2025, to discuss concerns raised about changes to the duties of employees in the Medical Claims Clerk classification. During this meeting, it was reported that duties were being affected due to the implementation of an electronic software system, CureMD.
The County acknowledged that the implementation of CureMD involves a structural change to how billing and related functions and duties are carried out. As a result, we are in the process of scheduling a follow-up meet and confer specifically focused on CureMD and its impact on Medical Claims Clerks and any other affected classifications.
UPE also addressed concerns about Healthcare Facility Office Assistants being assigned cash handling responsibilities, which are not included in their official job classification. UPE requested a cease and desist to stop assigning these duties outside their classification.
We made clear that any reallocation of duties must be consistent with the classification specifications and subject to proper meet and confer. UPE is committed to ensuring that changes to job duties are not made unilaterally and that your rights under the MOU, HR Rules and Regulations, and applicable labor laws are upheld.
UPE will keep members updated as we move forward with the meet and confer over CureMD and Medical Claims Clerks.
