On June 11, 2025, members of the 008 board, along with subject matter experts from the Department of Human Assistance, met to continue discussions regarding changes to the Housing Support Program (HSP) and Assembly Bill (AB) 135. The most significant and impactful points raised during these discussions involve the fact that the department is insisting that some social workers will be required to change their work locations. Additionally, the 2 Human Service Specialists (HSS II) needed, who have yet to be assigned, will need to carry a Cal Works caseload at 28th Street, which is a non-Cal Works bureau. Your team consistently emphasized the importance of addressing these issues to prevent future complications. Having individuals at the table who are directly engaged in the work and understand the pitfalls that management has not yet considered is invaluable for our members, as they hold management accountable at every turn.
The department has already announced openings for 2 HSS positions in the newly formed CalWORKs-Family Reunification Unit; however, the bidding process for the functions and locations of social workers still needs to take place and is expected to happen soon. Your UPE team reminded the department that if more than 3 employees apply for this new Family Reunification unit (CW FR Unit), they must abide by the contract and use the “Rule of 3” method for choosing those members. We also requested proof that they do, in fact, follow that rule after staff apply & are chosen.
UPE proposed allowing some form of teleworking for social workers and requested a meeting with management no later than 60 days after implementation. These meetings ensure your team has an opportunity to address any concerns that arise from those who are actively performing the work.
