Meet and Confer: HSA Employee Evaluation Forms

On May 5, 2025, UPE met with the Merced County Department of Human Assistance to discuss proposed changes to the employee performance evaluation forms. These forms are used to assess, provide feedback, and evaluate how employees are meeting their job expectations. The County is proposing updates and adjustments to the criteria and ratings in the forms.

During the meeting, UPE raised concerns about the proposed changes. One issue is the introduction of a new evaluation category labeled “Other,” which would allow management to rate employees on items not clearly defined in the standard criteria. UPE believes this category is too vague and allows too much room for inconsistent treatment, which could result in unfair evaluations and potential employee inequality.
