On September 20, 2024, UPE met with the Department of Workforce Investment (DWI) to discuss a proposed reclassification of the Management Information System Technician I/II (MIST) classification to be reclassified into the Accounting Technician classification. Over the years, DWI has seen a shift in its business needs, with much of the work and responsibilities of MISTs no longer required due to procedural changes and advancements in technology. At the same time, there has been an increased need for Accounting Technicians and the duties they perform in DWI.
UPE raised concerns about member seniority in the reclassification, the level of training required for the adjustment, and the grace period needed for members to learn the new duties and responsibilities. The Department confirmed that this reclassification will not negatively affect member seniority. Training will be provided onsite as needed, and the Department will cover any expenses for additional training outside the Department for all current and future Accounting Technicians, provided the training is reasonably related to the Account Technician classification and the employee feels it will be helpful in performing their duties within this classification. Additionally, a 3-month grace period will be granted, during which employees will not be subject to disciplinary action due to errors related to the new duties as Accounting Technicians, recognizing the learning curve involved in adapting to new responsibilities and duties.
The Department hopes to implement the new reclassification around November or December, pending approval from the Board of Supervisors. UPE believes that this reclassification will result in higher pay, better opportunities to learn relevant duties, and increased job satisfaction for our members.
