DCFAS / CPS: Short-Term Residential Therapeutic Program Placement & Staffing

Policy & Procedure

On August 16, 2023, UPE met with the County to discuss the above policy and procedure changes and the impact they may have on our members.


The changes to this policy were per the law FFPSA part IV (Family First Prevention Services Act) that was signed into law in 2018, and many tasks under this law are already being done by social workers. There is also an 11-page section of new tasks. The County’s Linda Abdelbaki gave a thorough presentation, and the County and UPE will be meeting again at a future date.


UPE is hopeful that the County is willing to mitigate this huge increase in workload by looking at other tasks that may be streamlined or eliminated. If any UPE members would like to submit ideas, please email Tezra Sledge (sledge@upe1.org) or Sarah Singleton (singletonsas@saccounty.gov).
