UPE Member Update – Utility Billing Services Classes

On August 28, 2025, United Public Employees met again with the Department of Finance and Department of Personnel Services to continue discussions on the Utility Billing Services Representative (UBSR) class study.

UPE raised ongoing concerns about how the proposed changes could impact promotions, training, and qualifications. We made it clear that any changes need to be fair and take current workers into account. The department responded to our questions and said they would follow up on several items we brought forward.

UPE also raised concerns about changes to minimum qualifications, especially for UBSR II and Senior UBSR positions. The union stood firm on keeping experience-based paths for internal workers and making sure current employees aren’t pushed back or overlooked. The department agreed to review concerns and proposals and meet again on this matter. Please stay tuned — UPE will keep you updated as things develop.
