UPE and Sacramento Superior Court met and conferred on September 10, 2024, regarding the implementation of a new E-Portal for Law Enforcement Agencies (LEAs) to submit citations. Currently, LEAs submit 61% of their citations through the e-file system. This is an electronic system that allows LEAs to write and submit citations electronically. The remaining citations are sent as hard copies to the Court, and that data is manually entered by Deputy Clerks (DC) in the Traffic Unit.
With the new system, LEAs will be required to enter the data into the system themselves through the portal. The computer system will then input that information into the Court’s systems. DCs will perform ‘spot checks’ on citations submitted with attachments to ensure they are correct. DCs will review a preset percentage for errors and then have the ability to batch approve the rest without review. These citations will populate in a work queue that DCs will have access to. Citations in the queue will be reviewed by the DC in the same manner they review citations now, except the entire process will be done on the computer.
The volume of data entry for DCs in traffic will diminish over time as hard copy citations stop coming in. This workload will be replaced with reviews of electronic submissions and other Court projects. The Court will not be moving any employees as a result of this change as there will remain sufficient work for everyone where they are currently.
The Court will begin one-on-one training for all unit members during the last weeks of September. The Court will go-live with the portal on October 7th. From October 7th to November 10th, LEAs will not be required to use the portal, but the Court will encourage them to begin using the system. Starting November 11th, all citations will need to be sent via the portal of the e-file program.
UPE proposed, and the Court agreed to a three-month hold-harmless clause to allow workers to learn the new system without fear of being disciplined for errors. The parties will also meet again on October 29th to check in on the implementation progress and address any problems.
