UPE recently met with the County on November 25, 2024, to discuss the 71 J Flexible Integrated Treatment (FIT) Contract Amendment. These contracts, which began on July 1, 2023, and will end on June 30, 2026, are being amended to provide FIT services more effectively. FIT services aim to provide effective, culturally sensitive mental health support for youth and families, particularly those facing housing instability. The main goals include promoting recovery and connecting clients with necessary services to prevent hospitalization and homelessness.
 The new amendment adds outreach specialists or Human Service Specialist (HSS) equivalent positions to ten FIT programs with vendors Central Star Behavioral Health, Dignity Health, La Familia, Pacific Clinics, The Regents of (UCD), Heartland Child Family Services, River Oak Center, Sacramento Children’s Home, Stanford Youth Solutions, and Turning Point. These amendments were made because providers can now take walk-in clients. The Flexible Integrated Treatment (FIT) services will be performed by the previously mentioned providers, who will employ Outreach Specialists or their Human Services Specialist equivalents to perform functions of FIT services work that Human Services Specialists are qualified to handle. Â
The Amendment will be presented to the Board of Supervisors on January 7, 2025, for approval. Importantly, this amendment does not threaten the jobs of current Human Services Specialists, as no current HSS positions held will be eliminated; rather, FIT services will be handled by the aforementioned providers using Outreach Specialists or HSS equivalent positions.
