DHA - WTW Sanctions & Exempt Cases
Greetings, Union Sisters and Brothers,
On August 6th, 2026, your UPE 008 board members met with DHA management to continue our discussion on Welfare-to-Work (WTW) sanction and exempt cases. After 45 days, sanction cases will go to the continuing case bank, and exempt cases will go to the continuing bank after 90 days. If, after 90 days, staff still want to monitor their case, they can let their supervisor know. This will help to reduce staff handoffs and additional work where it is not necessary.
At our first meeting, we also provided several suggestions to improve the WTW program. As a result, DHA management will be working with DTECH to make a better courtesy statistic sheet for WTW third-party partners. This is because the current stat sheet format was creating more work for staff to organize the report and make it usable.
DHA management will also start dialogue with the state about caseload balancing and see if they can be allowed to count by the number of participants on the case rather than by the number of cases. This is in an effort to make caseload balancing equitable and consider the weight of each case.
Finally, we continued to request Dari and Pashto-specific skills positions. Management and our team will push for this through APIC and see if we can collect data to support this need.
UPE thanks advocates Tony DeRego, Olivia Brown, Michelle Moyer, Nichole Gorman, and Stephanie McCall.
Updates to come. Stay tuned.
