UPE met with Sacramento County on January 17, 2025, regarding the Housing Support Program (HSP) shift to CW/WTW Support. The County requested that their HSP unit be downsized from three to two. The County proposed that the unit that will be downsizing would transfer its responsibilities to the CalWORKs/WTW Support unit. The County's motivation behind this is workload balancing of cases and allocation of resources. However, the County's proposal would have violated section 14.9 of the contract by attempting to transfer by duties.
In response, UPE counter-proposed to reassign the duties of the employees while keeping the employees in place without any geographical moves. UPE also suggested checking in on this matter and reconvening in six months.
UPE and the County are still meeting and conferring on this issue, so please stay tuned for more updates on these discussions.
