DHA - CDIL/Duplicate Person

Your 008-negotiation team met with the department regarding their proposal to yet again add more duties to our HSS members. Since the implementation of Cal Saws, eligibility cases have been plagued with the creation of duplicate persons. Sometimes this can cause complications under limited circumstances. Since the discovery of this issue, the department has had a program specialist resolving these cases. In what is becoming a predictable pattern, the department decides to redirect work onto HSS staff continually. ICT & TOA units are now expected to absorb the work of what they have labeled as the CDIL (County Duplicate Impact List). UPE fundamentally opposes this shift of duties to our HSS workers, but the department is doubling down & refusing to consider any other alternative. The continued adding of work onto an already exhaustive workload is becoming tiresome, unrealistic, and non-sustainable for our members.


The department met with deeply frustrated board members and subject matter experts today. The conversation was highly charged, and we made it clear we will not agree to continually adding duties to our members without vigorous and robust negotiations. Proposals were made by UPE, which include a request for a pay differential. The department stated they did not have the authority to approve an economic proposal at this time. We demanded that the proposal be given to someone with authority to consider it and meet again with an official answer seriously.
