Greetings UPE sisters and brothers,


Your UPE 008 team met again with DHA management on 5/1/26 regarding ABAWD/HR1 changes to the CF program. Department management agreed to several of UPE’s proposals to hopefully lessen the impact of the massive HR1 changes:


  1. Workers will be held harmless for 6 months for errors and omissions due to the newness of the program changes.

  2. Workers will be given discretion to decide which customers are “obviously unfit for employment” under the new standards.

  3. There will be “roadshows" early in the ABAWD/HR1 implementation period for questions and feedback.


In addition, your UPE team proposed additional time for intakes and RRRs to be conducted where there is a CF component; Management has not agreed, but we have requested information for extending the time allowed for intakes and RRRs. Your UPE team has also insisted that additional information should be included in the HR1/ABAWD training, and management has agreed to much of what we asked.


More meetings are being scheduled to continue these discussions.
