DCFAS/CPS: Hop Skip Drive

On Wednesday, January 22, 2025, your UPE team met with the department regarding the renewal of the 71-J contract with Hop Skip Drive (HSD).

Prior to the meeting, the department provided UPE with information regarding the cost savings of continuing to utilize HSD, as well as an approximate number of rides the department foresees providing.
Your UPE team asked the following questions of the department: how is this working currently? Is this just for school runs? How many late/cancellations/overwait times have there been, and how many on-demand/emergency rides have there been?

The County stated that in the last fiscal year, HSD provided 4,026 rides. These have not been limited to school runs; HSD has also been used to transport youth to extracurricular activities, work, and other events. HSD has waited over ten (10) minutes for youth 288 times, and there have been 1,481 cancellations/late/no-shows. There have been some unscheduled (last-minute) rides; however, HSD has not billed for them.

As long as HSD continues to fill in the gaps where Family Service Workers need assistance, UPE has no opposition to the department’s continued use of HSD.
