Civil Self-Help Services Center Operating Hours

On August 6, 2026, UPE met with the Sacramento Superior Court regarding its proposal to eliminate the daily lunch closure and implement continuous public service hours from 8:30 a.m. to 4:00 p.m.
During the meeting, UPE presented information from other California trial courts and written statements from current and former Civil Self-Help Services employees. UPE advocated for employee safety by proposing:
A consistent law enforcement presence in the Civil Self-Help Services area.
Filling the existing vacancy to improve staffing.
A nine (9) month hold-harmless period for workload and performance during the transition.
The Court agreed to:
Follow up on the missing panic button.
Request more frequent deputy walkthroughs.
Implement a limited nine (9) month hold-harmless period for backlog related to the schedule change.
Continue evaluating operational needs after implementation.
However, the Court rejected UPE's proposals for a dedicated law enforcement presence, delaying implementation until safety concerns were addressed, and a broader hold-harmless period. The Court also advised that recruitment for the vacant position is ongoing.
UPE remains deeply concerned that the Court chose to move forward without adopting the additional safety measures requested by the employees who interact with the public every day. UPE believes employee safety must be a priority and will continue advocating for the protections our members deserve.
