Something is always happening at the UPE office. Here are some of our latest accomplishments or ongoing projects.

Paul Katz Community Activist Scholarship

Deadline May 10th!

Eligibility:

Child or grandchild of a Local 1 member who qualified for graduation from a public high scholl effective June 2008 with a cumulative 2.5 gpa or higher.

General Criteria:

Applicants must

  • Be a U.S. citizen or permanent resident
  • Provide a recored of community service on a volunteer basis and/or employement providing related community service
  • Plan to enroll (verifiable) as a full-time undergraduate student at an accredited two or four year college or university
  • Provide three personal character references from people not related to you

      Mandatory Written Exercise

      Provide an essay of 500 words explaining 1) Why you are applying; 2) What you have learned through your experiences by providing volunteer or paid community service and why it is important to society in general; 3) What your career goals are.

      Office Technical Class Study UPDATES

      Update March 26

      Orientation Meeting Dates Announced

      UPE and Sacramento County urges every employee in one of the classifications in the study to attend one of the orientation sessions.

      The sessions will be held at the Scottish Rite Center at 6151 H street on Monday and Tuesday at 8am, 10:30 am and 2 pm . You can use paid county time for traveling to and attending these sessions.

      Each incumbent in one of the classifications being studied should have received the following letter from Craig Uchida:

      Subject: CLERICAL CLASSIFICATION STUDY

      The County of Sacramento will be undergoing a large-scale clerical classification study to review approximately 2,048 represented and unrepresented clerical positions within our organization. The primary purpose of this study will be to review the duties and responsibilities for appropriate position classification and update the respective class specification.

      In a 2006 Letter of Understanding between the County of Sacramento and the United Public Employees, Local #1, Office-Technical Unit, it was agreed upon that the County would contract with an outside organization to conduct a classification study of 11 clerical classes that are used County-wide:

      Office Assistant (Level I/II) Secretary Senior Office Assistant Claims Assistance Clerk Office Specialist (Level I/II) Veterans Claims Representative Senior Office Specialist Data Entry Operator Account Clerk (Level I/II) Senior Data Entry Operator Account Clerk III

      On March 18, 2008 the County awarded the contract to Cooperative Personnel Services (CPS), and per the labor agreement, a final report is expected from the contractor by December 2008.

      To facilitate study communications, CPS and the County have arranged for several clerical employee orientation meetings to be held on Monday and Tuesday, March 31st and April 1st. The orientations meetings will be held at the Scottish Rite Center, located at 6151 H Street, Sacramento, 95819. The orientation meeting will be two hours in length, occurring on both days beginning at 8:00 a.m., 10:30 a.m. and 2:00 p.m. The purpose of the meeting is to provide all clerical employees with an opportunity to meet the CPS project team, to obtain and receive direction on how to complete the Positions Descriptions Questionnaire (PDQ), and to receive information on study goals, timelines and processes.

      In addition, please extend an invitation to your immediate supervisor to attend as well, so they can have an understanding of the process.

      We ask that all clerical employees and their supervisors attend an orientation meeting. Please work with your supervisor to schedule time to attend and participate in discussions. We look forward to working with you to ensure that this project is a success and appreciate your continued participation.

      Update March 25

      ATTENTION!!

      As part of your contract negotiations, UPE, Local 1 negotiated for an independent study of several classifications in the Office Technical unit. On March 18th, the Board of Supervisors approved the contract with the company that will conduct this important study. So now this important study begins.

      UPE does not believe that the current job specifications capture the high level of technical skills and duties that most of our members perform on a regular basis. It is essential that the job specifications accurately reflect the work you do so that the union can negotiate salary and benefits that are appropriate to the actual duty levels of the classification. We know that attending orientations, filling out PDQs, and participating in focus groups is a lot of work, but we are urging each UPE member covered by the study to give careful consideration and full participation in this study.

      The classifications included in the study are:

      • Data Entry Operator
      • Office Assistant (Level I/II)

      Each of you should be receiving a letter from Craig Uchida inviting you to the orientation sessions. EVERYONE in these classifications must be released to attend one of the orientation sessions. PLEASE ATTEND ONE OF THE STUDY ORIENTATION SESSIONS next week – We’ll see you there!
